The continuous development in the learning delivery modes adheres to the changes needed in Fourth Industrial Revolution (FIRe) in Education. For the past years of dealing with the global crises, the traditional face-to-face teaching and learning is perceived being outmoded as 21st Century Education demands the promotion of utilizing technologies to thrive in a Volatility, Uncertainty, Complexity, and Ambiguity (VUCA) environment and strengthen the work and entrepreneurial readiness of the students. Hence, broadening the approaches is acknowledging the rights of all citizens to quality education.

It adheres to the implementation of 1987 Philippine Constitution through Article XIV which states that the State shall:

• Protect and promote the right of all citizens to quality education at all levels, and shall take appropriate steps to make such education accessible to all;
• Establish, maintain, and support a complete, adequate, and integrated system of education relevant to the needs of the people and the society; and
• Encourage non-formal, informal, and indigenous learning systems, as well as self-learning, independent, and out-of-school study programs particularly those who respond to community needs.

Blended learning complements the current learning environment as it provides the development of self-education, school-life balance, and integration of ICT skills which is essential in the 21st-century setting. Blended learning is an approach in education that combines the utilization of technological-mediated instruction and face-to-face interaction in a traditional place-based environment.

Systems Plus Computer College – Caloocan Campus will implement the Comprehensive Approach to Resilient Education for SPCnians or known as CARES for the school year 2022-2023. This approach will embrace the idea of Blended Learning. Blended learning is an approach in education that combines the utilization of technological-mediated instruction and face-to-face interaction in a traditional place-based environment that will correspond to the demand of a fast-changing world.

Implementation of face-to-face, and online and offline synchronous and asynchronous activities are based on the target learning objectives/outcomes of the subject area. This approach will ensure an organized and methodological system of teaching and learning. It is essential to consider which educational tasks are best completed in-person or online to promote interactive and experiential learning.
